The State of South Dakota has discussed the potential need to modernize the core financial systems that support the State’s operations for many years. In the current systems environment, a variety of different technology solutions facilitate the overall financial management operations of the State. This results in a technology framework that is fragmented, requiring users to spend a considerable amount of time performing redundant tasks such as dual data entry and system reconciliations. The dated nature of key systems presents the State with limited vendor support and minimal staff who are knowledgeable about maintaining these systems. The State’s core financial system and “system of record,” was implemented in 1988. The lives of critical systems infrastructure have been extended numerous times through ongoing investments, which has allowed the State to continue meeting its obligations, however the systems are fast becoming obsolete and need to be replaced.
