Project BISON follows a governance structure designed to ensure the group is effective, efficient, and accountable. The group is comprised of State of South Dakota government leaders and fiscal experts across multiple sectors as well as a State of South Dakota project management team.

The State of South Dakota has selected Sierra-Cedar as the System Integrator (SI) to lead implementation of Oracle Cloud Fusion as the State’s Enterprise Resource Planning (ERP) platform. Additional project management expertise will be provided by Information Services Group (ISG) throughout the entirety of the project. ISG is a leading global technology research and advisory firm with more than 1,600 professionals worldwide. Since 1997, its public sector division has been instrumental in assisting 26 states with statewide Enterprise Resource Planning (ERP) projects, providing expertise in: (1) the acquisition of software and implementation services, and (2) implementation project management or independent verification and validation (IV&V) oversight. The State has contracted with BerryDunn to provide Independent Verification and Validation (IV&V) services throughout the entirety of the Project BISON implementation. As an unbiased IV&V vendor, BerryDunn will observe project activities, identify potential risks, and make recommendations on how to remedy identified project risks. They will monitor all entities of Project BISON, including ISG, Sierra-Cedar, and the State Project BISON team ensuring the project remains within scope and on schedule.
