State leaders have long discussed the need to update the financial system. Completion of a feasibility study in January 2022 supported the necessity of a financial system update. At the request of Governor Noem, Senate Bill 23 was introduced during the 2023 Legislative Session. The bill received wide bipartisan support, approved by the South Dakota Senate and South Dakota House of Representatives before being signed by Governor Noem on March 27, 2023.
